Mandalay is a city influenced by tropical climate. Winter usually lasts from October to February next year and the weather is usually cold and dry. Summer lasts from March to May and the weather is quite hot. In general, you can travel to Mandalay at any time of the year. From Vietnam, you can fly directly to Mandalay by transit via Bangkok or Yangon, but I do not recommend transit via Yangon because Myanmar domestic flights are always badly reviewed.
